Senator Kristen Gillibrand (D-NY) has authored an amendment, which will help Congress better understand the UFO phenomenon.  While there has been unprecedented progress over the last few years, her amendment is a bold step that will speed up both congressional understanding of the mystery and coordinate the study of UAP with foreign governments.  The amendment is one of 713 pending amendments to the 2022 Defense Authorization Act.  It could fundamentally change the government’s approach to the subject.

Senator Gillibrand is well suited to guide this new approach to the UFO/UAP phenomenon.  She is one of a few Senators that are on the Senate Select Committee on Intelligence and the Senate Armed Services Committee. Both are the main committees engaged in oversight of the Department of Defense and the intelligence community.  She has taken on tough issues in the past, most notably elimination of the military’s “Don’t Ask Don’t Tell” policy and reforms to address sexual assault against military personnel.  Her approach to the UFO/UAP subject is similar to how the Senator approached those reforms.  She addresses the problems of the unrepresented who face institutional stigmatization.   

Her amendment would also require mandatory participation of NASA and many other relevant non-military federal agencies in the process.  It will form a blue ribbon civilian advisory panel made up of scientists, engineers and other technical experts who will have access to the data that has long been kept secret.  Two members of this panel will be selected by the Scientific Coalition for Unidentified Aerospace Phenomenon, which includes members of the UFO community.  The Scientific Coalition has done excellent work studying recent Navy UAP sightings.

The Gillibrand amendment (Senate Amendment (“SA”) 4281) emphasizes the need for front line military personnel to be given training about UAP so they can respond in a safe and appropriate manner.  SA 4281 also requires the military to study the health effects for personnel who come into close contact with UAP.  For too long, the military has covered up incidents, including multiple interactions between UFOs and nuclear weapons facilities.  Her emphasis on the safety and wellbeing of our troops will help Experiencers in our quest for public understanding of the challenges we face.  A recent press conference held in Washington D.C. coordinated by one of our own, Captain (ret.) I personally request you to contact your Senators and urge them to support S.A. 4281 (Gillibrand).  This is an exciting time.  Many in the UFO community have believed that these steps would never happen.  Since UFO Disclosure does not have a national organization with a presence in Washington D.C., this kind of grass roots support is essential.  Adoption of this amendment will lead to greater transparency of one of the greatest discoveries in the history of mankind.  This amendment should set the stage for public hearings about UAP.
